This traditional ceremony is held before the “locking” of the officials involved in the preparation of the budget. The budget for the financial year 2023-24 will be presented by the finance minister on February 1. The budget preparation process is in its final stage. The Ministry of Finance announced this on its Twitter page.
Like the previous 2 financial years, the 2023-24 budget will also be presented digitally. Earlier, the printing of the budget was started with this ceremony. However, the budget in 2021-22 was in digital format due to the Covid-19 pandemic.

After independence, it was the first time that the budget was not a paper document and was not printed. The Finance Minister will present the 2023-24 budget on February 1.
Why is Halwa ceremony?
In Indian tradition, every good deed starts with a sweet, so halwa is done before presenting the budget. The Minister of Finance, as a ritual during the halwa, boils kafgir in a pan and distributes it among his colleagues.
